Enrollment Options

The Age Verification Blueprint provides a set of modular software components that serve as a reference implementation. These components are intended to be adapted and extended by Member States or publishers to meet their specific operational requirements. The blueprint also includes several enrollment methods that are connected to mock services for demonstration purposes. In a production setup, these mock services must be replaced by Member State operated services, including those that integrate with authentic sources.

The objective is to illustrate, by example, a variety of enrollment options, including:

  • National Identity Providers (National IDP) and ID cards

  • Passport-based enrollment flows

  • On-site enrollment journeys (QR codees/tokens)

  • 3rd-party application flows

This blueprint is designed to support these patterns as templates that can be customized and deployed in real-world age verification solutions.

At this stage, only the first two options (National IDP and passport-based enrollment) are supported in the current implementation. The enrollment process using a National IDP has already been described in the appliction installation section. The additional enrollment options will be introduced according to the project roadmap.

Passport-based enrollment

If the user chooses to complete the enrollment using their passport, the process consists of several steps. First, the user scans the Machine Readable Zone (MRZ) by taking a photo of the passport page containing the personal information of the document holder. The MRZ string at the bottom of the page is required for the next step.

After capturing the MRZ, the user places their smartphone on top of the passport to read the data stored in the NFC chip. This step retrieves, among other data, the facial image of the passport holder, which is required for identity verification.

In the final step, the user records a short live video. The AV application compares the facial data extracted from the live video with the image obtained from the NFC chip. If the images match successfully, the user may proceed with the issuance of the Proof of Age Attestation batch.

All processing is performed exclusively on the user’s device; no data is transmitted to or processed on a server. Additionally, all passport data is deleted immediately after the verification process and is not stored permanently within the app.
